copy 90-keyboard-layout.conf from /usr/share/X11/xorg.conf.d to /etc/X11/xorg.conf.d
cp -v /usr/share/X11/xorg.conf.d/90-keyboard-layout.conf /etc/X11/xorg.conf.d
and change corresponding options, e.g.:
